• Born in Madrid, on the 27th of March 1944
• Lawyer and Economist. P.H.D. in Law and Economics ( Univeridad Complutense de Madrid. (UCM).
• Degree in Commercial Sciences ( ICADE University- Madrid )
• Diplômé de l’Ecole Supérieure des Sciences Economiques et Commerciales (ESSEC)
• President of the Instituto Universitario Euroforum
• Member of the European Parliament, Former President of the European Parliament (1989-92) and of the Socialist Group in the European Parliament.
• Chairman to the International Trade Committee and to the Foreign Affaires Committee
• Former Minister of the Spanish Government which finished the negotiations of the adhesion to the EC.
• Nowadays Member of the Constitutional Committee
• He speaks six european languages
• Author of several books about Europe. His last publications are " Europa, Pasión y Razón, published in 2004, " "La Constitucionalización del Poder Legislativo de la Unión Europea", P.H.D. Thesis published in 2005, as well as several articles about Europe.
